I have killed 2 of every Monster in MHFU (except the new ones) but the State of crisis isn't appearing. Do i have to killl the new monsters or something like that?

I think that you need to complete every other quests first before he appears. Like by making the word Clear in purple show up.

This is the village elder quest right? If so I unlocked after clearing all the quests in the quest level that four horns and a troublesome pair is in(can't remember the quest level), that's the ONLY level I cleared.
