I've heard of this skill a tons of time, I know the nether set provides this specific skill but my question is does this skill give the same amount of effect as the normal AUL and Sharpness + 1 originally or were the effect kind of like cut half due to 2 in 1 skill?

It is both Attack up L and Sharpness+1. Nothing reduced in ability.
