You need to kill the G rank White Fatalis for you to get White Fatalis Heavy Horn. And what tench said, break the horns, it helps alot.

You Can Break White Fatalis's Two Horns And His Eye (Much Like A Naruga's) Which Gives You Twice As Chance To Get Heavy Horn

G Rank white fatalis is a real pushover when taken on solo.
