ask about the armor combination = if the combination like attack -10 = atk down small effect,,but if my attack is -9 and no hav the atk down small effect,, izit same got - my atk???

You need -10 to activate a negative skill just like you need +10 to activate a good skill, -9 wont affect you at all.
