I held off the "Honey to Burn" request for a while, and now it seems the Argosy Captain chose not to carry the Bizzy Bees I now need.

Will he carry them again or is there another way to get them?

Nope, Argosy Captain is the only way to get them. Did you change his destinations? You can only trade for Bizzy Bees when he visits Farmer Realm.
